
Cambodia
Cambodia was one of the first three pilot countries under the
revamped Integrated Framework for Trade-related Technical Assistance.
Led by the World Bank, a team of national and international consultants
prepared a Diagnostic Trade
Integration Study (DTIS) during the fall of 2001. The Terms
of Reference for this study were developed under the guidance of
the Government. The DTIS identified obstacles and institutional
development needs necessary to promote Cambodia’s integration
into the global economy. The study was discussed at a national workshop
held in Phnom Penh in November 2001. Based on the discussions at
the workshop, in which the major public and private stakeholders
participated, a program of technical assistance was formulated.
The Cambodia government assumed a very active role during the IF
process.
A detailed progress
report was prepared on developments after the completion
of the DTIS.
A number of trade issues (regional integration, trade
facilitation, export promotion, garment sector, agriculture) was
included in the December 2005 PRSP. This PRSP did not include the
action matrix, which will be integrated into a separate trade
strategy currently being developed.
Two Window II projects were launched:
- Capacity-building for pro-poor trade reform
- trade-related assistance for development and
equity
The DTIS update was completed in May 2007 with the support from a
number of donors and agencies, and a validation workshop has been
planned for December 2007. The relationship between trade and
poverty reduction is being sharpened in a Human Development Impact
Assessment currently under way. Discussions are taking place on
establishing a trade donor basket fund for effective implementation
of the updated DTIS.
