
Djibouti
The National workshop took place on May 12-13, 2004. The DTIS was
prepared under the leadership of UNDP, and UNDP is also the IF Facilitator
in Djibouti. The workshop was well attended, with a total of over
120 participants from the public and private sectors, the legislature,
civil society, etc. The DTIS was presented by the lead consultant,
Mr. Patrick Plane, and was followed by small workshops on several
areas including tourism, handicraft, fisheries, salt, and transportation
and institutional reforms. During these sessions, vigorous debates
and fruitful exchange of views among Government officials, civil
society and the private sector underlined the importance that Djibouti
attaches to the successful implementation of the IF process.
The main donors present at the meeting in Djibouti included the
Agence Internationale de la Francophonie (trade-related assistance and capacity
building) and other agencies like ITC (export promotion), UNCTAD
(agreed on a project on customs), UNDP, as well as the Dubai Port
Authorities (new port and oil terminal facility: they intend to
invest over US$300 million in this free-trade zone project).
The DTIS recommendations have been incorporated in the March 2004 PRSP
in a chapter under
growth promotion for poverty reduction.
Two Window II projects have been launched:
- Support for tourism sector development
- Capacity-building for trade policy formulation
The Government is interested in a DTIS update.
