Guinea
The preliminary mission for Guinea took place in September 2002.
One of the conclusions of this mission was that Guinea had already
benefited from the support of the international community in implementing
trade-related activities. Analyses carried out through a number
of projects supported by UNDP and the World Bank constituted substantive
inputs for the DTIS.
The main mission took place in December 2002, after which the DTIS
team completed their draft report.
The National workshop was held in October 2003. It was chaired by
the Minister of Finance, and at the Cabinet level, seven ministers
were present. The workshop was attended by 200 participants, including
the main stakeholders and ambassadors from the main donor countries.
Very soon after the workshop, the DTIS and the action matrix were
revised in line with the outcome of the workshop. The validation
of these documents by the government and approval by the Cabinet took place in December 2003.
At the national level, the dialogue with the private sector was intensified,
trade policy measures were initiated to support exports and private
sector competitiveness was enhanced.
The World Bank planned to include customs reform measures in the next
budget support operation.
Trade issues (mainly regional integration and tariff and customs
reforms) were included in the January 2002 PRSP. The next PRSP will
reflect the DTIS results.
Three Window II projects were launched:
- Capacity development for trade negotiations
- Export development support
- Agricultural export development support
A revised version of the Action Matrix was prepared and presented
in Geneva in December 2006.
