
Mali
The preliminary mission for Mali took place in January 2003, upon
which a concept paper was prepared. At that time, a National Steering
Committee was already set up, comprised of public, private and civil
society representatives and the PRSP coordination unit.
The main mission took place in March 2003 to have in-depth discussions
with stakeholders on the main teams of the study and to collect
background material. A draft DTIS was completed in June 2004. In
July 2004, a number of thematic workshops were organized to have
in-depth discussions on the DTIS and to enhance the involvement
of stakeholders. The outcome of these workshops was incorporated
in the action matrix of the
draft
DTIS (pdf - 555k) (French
DTIS - pdf 550k), which was discussed during the National
Workshop.
The National Workshop took place from November 29-December 1, 2004.
The main issues were discussed during two parallel breakout sessions
(Group 1: Customs, trade facilitation, transportation, institutional
issues, and business environment. Group 2: sector issues). The matrix
was updated and formulated more precisely, and the responsible implementing
actors were more clearly identified. The outcome of this workshop
was reflected in the final version of the DTIS, which was
validated in December 2004.

(pdf - 9k) were prepared upon completion of the workshop. During
the workshop, it was announced that a special IF implementation committee
(set up in July 2004 and chaired by the Prime Minister) would be
in charge of the implementation process.
Three Window II projects were approved then, and implementation
begun. One of these projects enabled the creation of a management
unit for the IF and the recruitment of a national coordinator, who assembled a list of existing and planned donor projects to be
compared with the DTIS matrix, after which the government was
going to seek out funding for the remaining proposed interventions.
Trade was not fully covered in the 2002 PRSP. A new PRSP under
preparation will include DTIS results and priorities.

- Export credit guarantee fund for SMEs
