Follow Up - Progress to date: Yemen

In November 2001 after the IF pilot phase, Yemen became one of the countries to participate in the next round of IF activities. From February to April 2002 the Ministry of Industry and Trade worked with the IF team and task manager to prepare the Terms of Reference for the DTIS and establish working arrangements.

In May 2002 a team of international and local consultants worked to conduct a diagnostic study of Yemen’s trade policy and technical assistance needs. Draft reports were circulated for comments to the national Steering Committee members and the IF agencies in August 2002. The DTIS covered the following issues:

  • Macroeconomic Policy Choices

  • Regulation

  • Developments in Trade Policy

  • Trade facilitation

  • Poverty analysis

  • Sector Studies (fisheries, transport, telecommunications, tourism, labor remittances and agriculture)

  • Action Matrix

A National Workshop was scheduled for September 2002, but due to security concerns the workshop was delayed until June 21-23, 2003.

During this workshop discussions focused on the following cross-sectoral issues:

  • Trade Policy Developments

  • Trade Facilitation

  • Macroeconomic Policies

  • Poverty Analysis

  • Investment Environment

In addition, the following sectors were discussed:

  • Agriculture

  • Fisheries

  • Tourism

  • Transport

  • Telecommunications

  • Labor Remittances

It is expected that the report of the workshop will include a prioritized action matrix, a national implementation plan and proposals for Window II funding.

Based on this report the DTIS will be revised. The final validation of the revised DTIS at the cabinet level is expected in October where after the government will convene a donor’s implementation meeting.

As stipulated in its Country Assistance Strategy (CAS), the World Bank’s trade related activities include the following areas:

  • Investment Climate

  • Port Cities development

  • Civil service Modernization

  • Tax and Customs Reforms

  • Mining

The PRSP progress report is scheduled for completion by the end of 2003. It is expected that trade will be included in this progress report.

The Netherlands is the IF facilitator for Yemen.
