The Integrated Framework  

The Integrated Framework (IF) for Trade-Related Technical Assistance to least-developed countries (LDCs) is a process that was first established in 1997 to support LDC governments in trade capacity building and integrating trade issues into overall national development strategies.  

Through the IF, the participating agencies (IMF, ITC, UNCTAD, UNDP, World Bank and the WTO) combine their efforts with those of LDCs and their other development partners to respond to the trade development needs of LDCs so that they can become full and active players and beneficiaries of the multilateral trading system, thereby enhancing their economic growth and poverty reduction strategies.

IF interim Board approves first two EIF projects with a total volume of US$1,939,859

At its 36th Meeting on 1 July 2009, the IF interim Board approved the first two projects to be funded by the multilateral Enhanced IF Trust Fund (EIFTF).

The first project that was approved was the ''Support to NIU/FP core function in order to implement the Enhanced Integrated Framework''  submitted by the Government of Yemen.  Through its participation in the EIF, Yemen aims to further integrate into the global trading system and to achieve growth and poverty reduction through trade.  The project will develop capacity in the IF National Implementation Unit to integrate trade into the national development strategy, to formulate strategies for trade and export development and for Aid for Trade and to raise funding for Yemen's Aid for Trade agenda.

The second project approved was the ''Enhanced Integrated Framework Tier 1 Project'' submitted by the Government of Sierra Leone.  The project aims to enhance in-country capacity to formulate and implement trade-related policies and development strategies geared towards promoting Sierra Leone's competitiveness in the global market.

 

On the basis of the Board decision, the EIFTF's manager (UNOPS) has been instructed to conclude Memoranda of Understanding with the respective Governments.  The projects will become effective upon signature of the Memoranda of Understanding by both parties.

Monitoring and Evaluation Framework

As part of the enhancement of the Integrated Framework programme, it was agreed that monitoring and evaluation must become an important aspect of the process.  The Monitoring and Evaluation (M&E) Framework  would enable all partners, donors and recipients alike to assess the performance of the programme in its totality and establish whether the targets are accomplished or not, as well as where the targets are not met, why this is so and what can be done to redress the situation.

Upon the request of the IF interim Board, a consultant undertook a study and delivered recommendations on a possible structure and content of the EIF M&E Framework.  The consultant had comprehensive discussions with both Geneva- and capital‑based officials of the EIF partnership, undertook missions to Rwanda and Uganda to bring in the practical elements and drew a lot from existing good practices from other projects of a similar nature.

The study , funded by Norway, was submitted to the IF interim Board on 1 April 2009.  This document [download here], together with a summary of the report [download here], which focuses on the key elements discussed, and a document providing sample logical frameworks [download here], has now been distributed to Focal Points in the beneficiary countries for their comments.

All input received by 20 April 2009 will be consolidated and submitted to the Board with a view of finalizing all the work by 1 May 2009.

It has been requested that attention be focused on the different levels of Monitoring and Evaluation and the roles and responsibilities that would accompany this and also on whether the roles and responsibilities have captured all that would be required to be done and whether they have been appropriately assigned.  Feedback has also been requested on the sample logical frameworks.

Cadre de Suivi et d'Évaluation

Dans le cadre du renforcement du programme du Cadre intégré, il a été convenu que le suivi et une évaluation doivent devenir un aspect important de ce processus.  Ce Cadre de Suivi et d'Évaluation devrait permettre à tous les partenaires, bailleurs de fonds et pays bénéficiaires d'évaluer la performance du programme dans son ensemble ainsi que d'établir si les objectifs sont atteints ou non, et s'ils ne sont pas atteints, quelles en sont les causes, et que peut-on faire pour y remédier.

Sur la demande du Conseil intérimaire du Cadre intégré, un consultant a entrepris une étude et développé des recommandations pour une structure et un contenu d'un Cadre de Suivi et d'Évaluation du Cadre intégré renforcé (CIR).  Le consultant a eu des discussions compréhensives avec des collaborateurs du partenariat du CIR, basés tant à Genève que dans les capitales de pays bénéficiaires.  Il a entrepris des missions au Rwanda et en Ouganda afin de recueillir des éléments d'ordre pratique et s'est inspiré des renseignements obtenus en analysant les bonnes pratiques déjà utilisées dans des projets de nature similaire.

Cette étude, avec le soutien financier de la Norvège, a été soumis au Conseil intérimaire du Cadre intégré le 1er avril 2009.  Ce document [télécharger ici], un résumé [télécharger ici] qui se concentre sur les éléments clés discutés dans le rapport ainsi qu'un document qui fournit des exemples de cadres logiques [télécharger ici], ont été envoyés aux Points Focaux des pays bénéficiaires pour leurs commentaires.

Tous les commentaires reçus au 20 avril 2009 seront consolidés et soumis au Conseil intérimaire afin que les documents puissent être finalisés au 1er mai 2009 au plus tard.

Il a été demandé de regarder de très près les différents niveaux de Suivi et d'Évaluation et les rôles et responsabilités qui s'y attachent, de noter si les rôles et responsabilités ont saisi tout le travail qui doit être accompli et s'ils ont été correctement assignés.  Des remarques seront également les bienvenues à propos des exemples des cadres logiques.
