
The Integrated Framework Steering Committee
(IFSC) oversees and governs the IF process. The IFSC, whose
chair is currently vacant, is a tripartite arrangement with representation from
Agencies, Donors and LDCs. All WTO members and observers can participate
in the IFSC. Also, all LDCs, irrespective of their link with WTO, can
participate in the IFSC.
Management of the IF was undertaken by the Integrated Framework
Working Group from October 2002 to May 2007. Since then, the day-to-day management
falls to the IF
interim Board, which will become the EIF Board once all outstanding
issues regarding the participation and working modalities of the EIF
Board have been resolved. The IF interim Board
is chaired by the Ambassador of the Kingdom of Lesotho, Dr. Mothae
Anthony
Maruping, and consists of three representatives each from the LDCs
and donor countries and one representative of each IF agency.
The WTO houses the Executive Secretariat for the Integrated
Framework, headed by the Executive Director, Ms. Dorothy Tembo, who
was appointed to this position in October 2008. The Executive
Secretariat services both the IFSC
and IF interim Board meetings.
The UNDP, on behalf of the six agencies and donors, has been
managing the IF Trust Fund, which was established
in March 2001 by voluntary contributions from bilateral and multilateral
Donors. The IFTF was closed for new
commitments effective 31 May 2008, but UNDP continues to manage
projects that were started under the IF Trust Fund.
In April 2008,
UNOPS
was selected as the Trust Fund Manager of the new multilateral
Enhanced Integrated Framework Trust Fund,
which was set up in late 2008 to provide beneficiary countries with
funds to support their trade-related capacity-building through two
channels (Tier I and Tier II).
